ABOUT PHASELINK

Focused Power-System Engineering. Direct Technical Involvement.

PhaseLink Engineering, Inc. is a California electrical engineering consultancy based in the San Francisco Bay Area’s East Bay, focused on power-system studies, utility interconnection, system assessment, and protection engineering. The firm is structured to keep technical leadership close to the work and communication direct throughout the assignment.

Why PhaseLink Exists

02

Engineering for the Interfaces Where Projects Get Complicated.

Electrical projects become difficult when the technical pieces do not align—field information is incomplete, study objectives are unclear, utility requirements evolve, model assumptions are uncertain, or analysis does not translate into a practical next step.

PhaseLink was formed to provide focused engineering support at those interfaces. The approach is straightforward: understand the technical question, establish the engineering basis, identify uncertainty, perform the analysis needed, and communicate findings and recommended actions clearly.

A Practical Approach to Technical Work
How We Work

03

A Practical Approach to Technical Work

01

Technical Leadership Close to the Work

Principal-level involvement keeps technical decisions, reviews, and project communication close to the engineer responsible for the work.

02

Clear Engineering Basis

Inputs, assumptions, interfaces, criteria, limitations, and unresolved information are identified so the basis of the
work can be understood and reviewed.

03

Quality in the Details

Engineering deliverables are checked for technical accuracy, consistency, practicality, and alignment with applicable project requirements—not simply produced from software output.

04

Responsive Coordination

Clear, timely communication with owners, utilities, public agencies, EPCs, contractors, and engineering teams helps keep technical questions, submittals, and review comments moving.

05

Schedule-Conscious Delivery

PhaseLink plans engineering work around agreed project milestones and communicates potential constraints early, with the goal of delivering on schedule and avoiding preventable impacts to the broader project.

06

Professional Integrity

Work is approached with transparency, professional judgment, and clear communication about assumptions,
limitations, responsibilities, and issues that may affect the project.

07

Practical Recommendations

Findings consider operating conditions, field constraints, dependencies, tradeoffs, and implementation
considerations so recommendations remain useful beyond the analysis.

PRINCIPAL ENGINEER

Sulav KC, PE

Founder & Principal Engineer

California Professional Electrical Engineer · IEEE Member

Sulav KC is a California-licensed Professional Electrical Engineer and Founder of PhaseLink Engineering, with experience across utility and municipal infrastructure, electrical distribution, substations, power-system analysis, protection and control, and renewable and energy-storage projects.

His work has involved both new and existing electrical systems, including system studies, protection engineering, distribution-system evaluation, and projects requiring coordination of field conditions, operating requirements, and utility and municipal processes.

His experience shapes PhaseLink’s approach: establish a clear technical basis, understand the system and project objective, and provide practical, well-documented engineering for the decisions ahead.

06

Professional Responsibility

Professional Responsibility Matters.

PhaseLink accepts engineering assignments consistent with its technical competence, available resources, professional licensure, and the requirements of the applicable jurisdiction. Responsible charge, sealing requirements, and project-specific professional responsibilities are established as part of each engagement.
